Further help would be great. I have three columns (so far) that will need to be sorted by another user as requested. 


It's not absolutely necessary, but I'd like the other user to be able to see a neat display of user addresses in each column, rather than read the page from top to bottom with a bunch of empty spaces in between. 

Maybe we could instead create a third step that delete all the empty cells and moves filled cells up? (Obviously I'm not committed to row integrity here, or even sorting alphabetically.)
