COUNTIFS

I need help with this formula or a suggestion for what will work:

=ARRAYFORMULA(COUNTIF(IF('Reports/Commissions/Dish'!$M:$M="Y"&"*";IF('Reports/Commissions/Dish'!$C:$C>=B3;'Reports/Commissions/Dish'!$C:$C)),<=B4))

The column 'Reports/Commissions/Dish'!$M:$M is manually updated by the office staff with a Y or Yes to show that an account has been closed out. I want the formula to count the accounts with a Y in their row so that I can subtract them from the total of accounts pending from the whole list.

following is a solution to the problem
