Complex Conditional Formatting

In a GSheet I am looking for a way to format data in column d based on data in same row in column c.

Is this possible?

Example
c10 = 100
d10 = 135
d10 is greater than c10

c22 = 400
d22 = 15
d22 is less than c22

I would like d10 data to be green
I would like d22 data to be red

Can I do this with conditional formatting on the whole column or is there another way or any way?

I am able to do this in Open Office Calc but can't get it to work in a GSheet.
