How do I put quotes w/in quotes in a cell formula? (')
'm getting a value error because of the single quote in the name O'Connor.

query(importrange("key","Current Students!A2:G997"); "select Col4,Col5,Col6,Col7 where Col6 contains 'Mary O'Connor' ")

Is there an equivalent to the html ' that I can insert in this formula?

I don't think it is a question on how to insert ' in names ... but rather how to QUERY data that has names containing ' (which is a character that is used in the select option of QUERY operations)
