formula help (need to consider two columns)
Here is the link to the spreadsheet. I need column B to tell me whether the text was independent, instructional, or hard for the student, based on two pieces of information: column E AND column F.

The rules are:
Comprehension (column F) 9-10 AND accuracy(column E) 98-100% = Independent
Comprehension 9-10 AND accuracy 95-97% = Instructional
Comprehension 9-10 AND accuracy below 95% = hard
Comprehension 7-8 AND accuracy 98-100% = Independent
Comprehension 7-8 AND accuracy 95-97% = instructional
Comprehension 7-8 AND accuracy below 95% = hard
Comprehension 5-6 AND accuracy 98-100% = Instructional
Comprehension 5-6 AND accuracy 95-97% = hard
Comprehension 5-6 AND accuracy below 95% = hard
Comprehension 0-4 AND accuracy 98-100% = hard
Comprehension 0-4 AND accuracy 95-97% = hard
Comprehension 0-4 AND accuracy below 95% = hard
So, Mickey Mouse should have an instructional level.
Bob should be independent
ferb, alice, and tinker should all be hard
peter pan should be independent
Zee should be hard
Ace should be instructional.
