Sheets Formula that copies last row to first row?

Is there a formula that just copies the last row of a Sheet to the first row (actually the second row) of that same sheet, and updates as new rows are added? 

(I'm trying to copy the latest info from "Trip Working" into the appropriate cells of "Copy of TripFormSheet", so I can print it out as a paper report).

Thanks! 

"Copy of Trip" contains 3 Sheets, "Trip Input", "Trip Working", and "Copy of TripFormSheet".
